The methods of construct website applying to teaching at schools
The concept of computer, internet, website is coming familiar to everyone. Nowadays, students are getting a great achievement from information technology. Teachers are not the possessor of knowledge, students are having a great treasure knowledge of human.Thus, the most important content of training teenages is forming and developing their information selection and searching skills, avoid lagging behind digital device and can rapidly adaptable with society’s development. Computer, internet, website have been used in training very popular at almost countries. This not only is an information environment, but also is a great platform of cooperation. Research on Pedagogical models supporting e-learning
Along with information technology development, e-learning is now studied and applied in Vietnam. Vietnamese Ministry of Education and Training has determined the topic for the school year 2008-2009 that is “promoting IT application to education and training”. For the meanings of this topic, e-learning is considered as a breakthrough for the improvement of education quality in schools, which helps Vietnam implement the slogan of UNESCO for education in 21st century, “study everywhere at any time, study all life, education for every people at all level”. To apply e-learning effectively and promote its strengths, pedagogical models supporting e-learning play a crucial role. Then, we suggest following pedagogical models supporting e-learning:
ORIENTATION FOR THE “TAKING OFF” STRATEGY
The Minister of Post & Telematics has just issued the Directive no 07/CT-BCVT dated July 7th 2007 on the orientation of Vietnam ICT development strategy for the next ten years 2011-2020. The Directive is considered as the outline for the fourth development stage - the “taking-off” stage of the Post, Telecommunication (PT) and Information Technology (IT) in our country.
Strategy for Development of Vietnam’s Information and Communication Technology toward 2010 and orientations toward 2020: Viewpoint, Objectives, Direction and Major Solutions
Introduction On 6th October, 2005, the Prime Minister made decision No. 246/2005/QD-TTg approving the “Strategy for Development of Vietnam’s Information and Communication Technology toward 2010 and Orientations toward 2020” (ICT strategy for short name). This important decision determined viewpoint, objectives, direction of Vietnam ICT toward 2010 and beyond as well as major solutions for achieving the strategic objectives. This paper gives readers the key points of the ICT Strategy.

Now, the widespread and deep ICT infrastructure development contributes to the social economic development, national defence and security, meeting the demand for information and culture exchange of people all over the country.
WTO – Telecommunications Policy
Since Vietnam took part in World Trade Organization (WTO) officially, the Posts and Telematics Sector has been facing up to many challenges and opportunities. After 20 years of innovation and development, now telecommunication industry has its own position and power. From a small scale industry with backward technologies (in 1986 there were nearly 100.000 subscribers in the country, 0.14 telephones per 100 persons on average; in 2006 there were 29.54 million telephone lines equivalent to over 35% of the population, 18% of the population using Internet), it has caught up the development of religion, played an important part in industrialization and modernization causes.

Development of ICT in Vietnam - some issues for scientists
