On September 29, 2006, the fourth meeting of MPT board of Science and Technology presided over by Minister of Posts and Telematics, President of the board Do Trung Ta was taken place. This was the first sessional meeting since the board was reorganized under the Decision No. 727/QĐ-BBCVT dated August, 2006. Based on this Decision, the board has a function of consulting the Minister on scientific and technological issues, innovations and inventions in the fields of Post, Telecommunications and Information Technology.
Its activities are based on the board’s organizational and operational regulations which have been issued by MPT in 2004. However, based on each sessional meeting, situation, actual state of scientific development, the acting staff will propose specific content and topic. At this sessional meeting, the board had approved the orientation of scientific and technological development in the period of 2007 – 2008 which was mainly on two parts: application research and technological development and scientific research in order to serve the administration.
1. Researching and developing technological application
a. Applying advanced technology
- Network technology and establishment
+ Continue researching and completing Vietnam telecommunication network following NGN structure based on existing telecommunication and the Internet infrastructure; apply achievements of advanced science and technologies to establish and develop the networks; Establish a state-of-the-art network with sufficient capability for transmitting heavy traffic and multi services, ensuring the quality of service and high security; satisfy multi operators on the networks.
+ Research to develop the backbone networks: High speed packet-switched technologies: soft switched, label switched; The solutions/scenario for migrating to new packet switched network from the existing networks; New transmission technologies: IP over SDH based on fiber optic transmission; Solution/scenario to share IP based backbone network for access networks by different operators.
+ Develop wire-line broadband access networks: Fiber to the home; Cable TV and telecommunication services based on coaxial cable network;
+ Security of networks
- New technologies and services:
+ Postal technologies and services: Promote ICT applications in postal sector; new postal services.
+ Switching technologies: Promote researching on broadband switching technologies; Concentrate on developing packet switching technologies and solution to combine IP network and PSTN; softswitch systems, multi-services.
+ Transmission technologies and access networks: Fiber optic broadband transmission, DWDM (Dense Wavelength Division Multiplexing); effectively use of VINASAT system; xDSL broadband access systems, FTHH, coaxial cable and WiMax.
+ Mobile technologies: 3G, 4G, WiMax
+ Radio and television broadcasting technologies: digital television and radio, cable TV, IP TV.
- ICT Applications:
+ Research to build and develop ICT for socio-economic development; Research to promote technological and service applications: e-government, e-commerce and e-information.
+ Digital content Industry: game online, information and multimedia messaging
+ Research to apply ICT for rural areas by selecting appropriate models, technologies, network structure and services.
b. Technologies and products:
- Develop software products for e-government, e-certification; information services. Develop and apply open-source software; research and develop to Vietnamize software and use Vietnamese language on the Internet;
- Develop effective Telecommunication solutions (voice and data) LAN network for offices and small and medium businesses in the Vietnamese conditions.
- Develop technological solutions to establish telecommunication network effectively for maritime , remote, rural and mountainous area communications.
- Develop prototype products, broadband access products, testing equipment to be used on the network, technological process for enterprises and operators in the sector.
2. Science research for management:
a. Research to build strategies, plans, planning, schemes, policies supporting for the management which keep pace with technological development on the following specific issues:
- The convergence of telecommunication, IT and communication
- Multimedia services and networks
- Mobile services: Content for SMS, prepaid, etc.
- Games online
- Network establishment and connection of different operators to the backbone network.
- Planning, licensing WiMax, 3G
- IP TV technology, RFID, ubiquitous network, home networking, etc.
b. Research to build and improve standard systems for specific issues as follows:
- Communication sector: television, radio broadcasting equipment to meet the requirements of protecting interference and ensuring quality.
- IT sector: hardware, software.
- Shifting the standards of the sector to National regulation;
- Improving and adding more telecommunication, broadcasting standards to ensure of protecting interference, interconnection, service quality, etc./.
